JS board reviews policy | News, Sports, Jobs



JERSEY SHORE — In reference to a discussion at their last meeting, the Jersey Shore Area School Board reviewed a policy that would establish what purchase price amount would trigger the need for board approval.

The policy, which was discussed, but not voted on, stated that any purchase price $10,000 or more that is not governed by the bidding process, if it has increased in cost by 50% over the budgeted amount would require approval by the board.

Ben Enders, district business manager, said that he and Dr. Brian Ulmer, superintendent, had come up with those figures after the previous discussion. He encouraged the board to decide what amounts they would be comfortable with.

A second part of the policy deals with emergency purchases that need to be made; a purchase order can be authorized.

“It seems like a good starting point,” said Mary Thomas, board president, “and until you actually work with it and see what it means as you go through the next year, you’re not going to be able to totally define and see if that’s where we want it.”

Thomas added that because it is a policy, it can be changed.

Under personnel items, the board approved the following appointments and pay rates if applicable: Ruth Toner, full-time special education paraprofessional at the Middle School, $19,200 per year; Jade Ulmer, full-time special education paraprofessional at the Jersey Shore Elementary School, $19,200; Heather Carlin, homebound teacher, $30 per hour; Stephanie Jordan, head cook at Jersey Shore Elementary School, $19.25 per hour; Joanna Lovell, part time food service position, $12 per hour; and Amber Bremigen, part time food service substitute, $11.50 per hour.

The board accepted the following resignations: Jeffery S. Miller, business education teacher; Joseph Herman, head girls’ Junior High basketball coach; and Austin Barnes, network computer technician.

Sports and athletic department staff approved with applicable stipends are: Darrin Bischof and Amy Bischof, game staff; Justin Ulsamer, volunteer coach for softball; Joseph Miller, Middle School assistant softball coach, $1,912; Benjamin Morgret, boys’ Junior High assistant basketball coach, $2,691; and Steven Cummings, assistant golf coach, $1,968.

Job descriptions for the Directors of Pupil Services and Buildings and Grounds plus the Athletic Director were approved.

In other business, the board agreed to authorize the business manager/JSASD purchasing office to participate in the Keystone Purchasing Network/Central Susquehanna Intermediate Unit comparative bidding process for art supplies; general supplies; computer supplies; copy paper; custodial/maintenance supplies; cafeteria paper/small wares; and athletic ball/athletic supplies for the upcoming school year.

They also approved authorizing the business manager and purchasing office to solicit bids for the athletic trainer and general athletic supplies.

The next meeting of the board will be at 7 p.m. Sept. 26 at the district board room, 175 A&P Drive.
